Consequently, to clarify the situation we are issuing the gist of His Holiness' remarks below as well as a separate translation of a transcript of what he really said.

10/10/2008TIBET AT A CROSSROADS: THE CURRENT STATUS OF DHARAMSALA-BEIJING DIALOGUEWe have no illusions that coming to a negotiated solution will be easy. Having identified each others' position and differences, it is now our sincere hope that both sides can start making serious efforts to find a common ground and to build trust. As I have our two sides have agreed to meet later this month during which the Chinese side has agreed to receive suggestions from us on matters relating to the stability and development of Tibet and specific ideas on all aspects of regional autonomy within the framework of the Constitution of the People's Republic of China. We will be presenting them with our suggestions during this upcoming round and feel that this will certainly be a test to see how serious the Chinese leadership is in resolving the Tibetan issue.

From this point alone, you have probably guessed that I am Han Chinese. Indeed, I grew up within the Communist education system. But in 1997, I chanced upon an opportunity to travel to Tibet. That was the first time I (secretly) saw your photograph, your kind and compassionate visage, and it made me doubt the Communists' propaganda.

In this context, we had hoped that the Chinese leadership would reciprocate our efforts by taking tangible steps during this round. On the contrary, due to their excessive concern about legitimacy the Chinese side even failed to agree to our proposal of issuing a joint statement with the aim of committing both parties to the dialogue process.
